Brake fluid buyers often receive the same question in three different forms: “Can we replace DOT 3 with DOT 4?”, “Is DOT 5.1 the premium option?”, or simply, “Which grade should we import?” The grade number alone is not the answer. A defensible purchase starts with the vehicle maker’s requirement, the applicable market standard, the fluid’s test evidence, and a label that says exactly what the supplier can prove.

This guide is written for automotive-parts importers, lubricant distributors, wholesalers and private-label buyers who need to compare DOT 3, DOT 4 and DOT 5.1 brake fluid without turning a technical standard into a marketing shortcut.

DOT 3, DOT 4 and DOT 5.1 at a glance

FMVSS No. 116 sets minimum performance and labeling requirements for motor-vehicle brake fluids sold for use in the United States. The table below is a useful first screen, but it is not a substitute for reviewing the complete standard, the supplier’s TDS and the intended vehicle application.

ERBP means equilibrium reflux boiling point. “Dry” describes new fluid under the standard test condition; “wet” describes fluid after a controlled water-content conditioning procedure. The wet value matters commercially because non-silicone DOT 3, DOT 4 and DOT 5.1 fluids are hygroscopic: they absorb moisture over time.

First remove the biggest source of confusion: DOT 5.1 is not DOT 5

The similar names hide an important chemical difference. DOT 5 is silicone based and is identified as purple under FMVSS No. 116. DOT 5.1 is a non-silicone fluid and, like DOT 3 and DOT 4, is colorless to amber. Do not group DOT 5 and DOT 5.1 together in a catalogue, application chart or sales script. A single missing decimal point can create a serious workshop error.

DOT 3, DOT 4 and DOT 5.1 fluids may be chemically compatible within the non-silicone family, but “can mix” is not the same as “is the correct service recommendation.” Mixing changes the final fluid’s performance and does not upgrade the entire system to the highest grade on the bottle. For service and stocking decisions, follow the vehicle manufacturer’s specified grade and procedure.

Why boiling point and low-temperature viscosity both matter

Brake fluid transmits pedal force through the hydraulic system. Under repeated braking, heat can raise fluid temperature. If the fluid boils, compressible vapor can form and pedal response may be lost. That is why buyers compare both the new-fluid dry ERBP and the wet ERBP that better represents fluid after moisture exposure.

Low-temperature viscosity addresses a different problem. ABS and electronic stability-control systems modulate pressure rapidly through small passages and valves. A fluid that is too viscous in cold conditions can slow hydraulic response. DOT 5.1 has a stricter -40°C viscosity limit than the general DOT 3 and DOT 4 limits, but that does not make it a universal replacement. Some vehicle makers specify particular low-viscosity DOT 4 subclasses or proprietary requirements that must be checked separately.

How an importer should choose the stocking mix

Start with applications, not with the assumption that the highest grade will sell best. Pull workshop job-card data, vehicle registration by model year, fleet maintenance requirements and distributor sell-through. For the 20–30 vehicle applications that generate the most brake-fluid service in your channel, record the required grade, service interval, fill volume and any named OEM specification.

  • DOT 3 can remain commercially important in markets with a large installed base of older passenger cars, light commercial vehicles, motorcycles or hydraulic clutch systems that specify DOT 3.
  • DOT 4 often becomes the core passenger-car grade, but “DOT 4” is not a complete application description. Check whether the vehicle calls for a low-viscosity subclass, a higher wet boiling point or a named OEM specification.
  • DOT 5.1 belongs where the vehicle or service information specifically requires its combination of high boiling points and low-temperature flow. It may be a smaller-volume technical SKU rather than the largest item in the first container.

Keep a separate list for silicone DOT 5 applications. Do not let it share an abbreviated name, shelf label or picking code with DOT 5.1.

ISO 4925:2026: what the new edition changes for procurement

ISO published the fourth edition of ISO 4925 in June 2026, replacing the withdrawn 2020 edition. The standard covers non-petroleum-base brake fluids for hydraulic brake and clutch systems designed for styrene-butadiene rubber or ethylene-propylene elastomer seals.

For an importer, a new edition is a document-control event. It does not automatically prove that old stock is defective, nor does a product-page reference to “ISO 4925” prove conformity to every requirement of the latest edition. Ask the supplier which edition supports the claim, what test evidence is available, whether the TDS and label have been reviewed, and how existing inventory is handled. Record the answer in the approved-product file.

Brake fluid label checklist before artwork approval

Label rules vary by destination, so local legal review is essential. For U.S.-market products, FMVSS No. 116 includes detailed container information and warning requirements. A buyer’s pre-production checklist should cover at least:

  1. the exact DOT grade and unambiguous product name;
  2. the packager’s identity and required address information;
  3. a lot code or other traceable production identification;
  4. the minimum wet boiling point statement where required;
  5. required warnings about contamination, container closure, paint damage and keeping the product away from children;
  6. a tamper-evident, resealable package suitable for a hygroscopic fluid;
  7. net quantity, local language, hazard communication and recycling marks required in the destination market; and
  8. claim wording that distinguishes “meets performance requirements” from an official approval, licence or registration.

Never place “approved,” “certified” or a standards body’s mark on private-label artwork because a sales presentation used the word “complies.” Ask who tested the product, which methods were used, which production batch was represented and whether any official directory exists for the claimed approval.

Documents to request from a brake fluid supplier

A polished label is not a quality file. Before the first commercial order, request a current TDS and SDS, a specification cross-reference, relevant test results, a certificate-of-analysis format, batch coding rules, shelf-life and storage guidance, packaging specifications, and a signed artwork approval record. If the supplier states an OEM approval or formal licence, verify it in the approval holder’s official source.

For each received batch, confirm that the grade, pack size, label revision, lot marking and shipping documents match the purchase order. Store sealed containers away from moisture and unsuitable temperatures. Opened workshop containers should not be treated as clean warehouse stock.

A useful enquiry gives the supplier enough information to check fit rather than only quote a price. Include:

  1. destination country and required sales languages;
  2. DOT grade and any additional ISO, SAE or OEM requirement;
  3. annual forecast and realistic first-order mix;
  4. pack sizes, carton configuration and pallet constraints;
  5. brand ownership, artwork responsibility and required label review; and
  6. documents, batch testing and import-registration evidence required before shipment.

Frequently asked questions

Can DOT 3, DOT 4 and DOT 5.1 be mixed?

They are generally within the non-silicone glycol-based family, but mixing changes the resulting performance and may conflict with the vehicle maker’s service instructions. Use the specified grade and avoid routine mixing. Never confuse these fluids with silicone DOT 5.

Is DOT 4 always better than DOT 3?

No. DOT 4 has higher minimum dry and wet boiling points under FMVSS No. 116, but the correct product is the grade and complete specification required for the vehicle. Application fit is more important than a higher number.

Is DOT 5.1 compatible with DOT 5?

No. DOT 5.1 is non-silicone; DOT 5 is silicone based. They must not be treated as interchangeable.

Does brake fluid absorb moisture in a sealed can?

Proper packaging limits exposure, but the product should remain tightly sealed and stored according to the supplier’s instructions. Once opened, moisture and contamination risks increase. Workshops should not pour used or surplus fluid back into the original container.

Does ABS mean the workshop should automatically use DOT 5.1?

No. ABS and stability-control systems make cold-flow performance important, but the vehicle manufacturer may specify DOT 4, a low-viscosity DOT 4 subclass, DOT 5.1 or another named requirement. Check the service information.

What is the first document an importer should check?

Start with the vehicle and market requirement, then compare the supplier’s current TDS, SDS, test evidence and label. No single document replaces the others.
